To be filled out by the National Federation seeking the transfer of governance from a current International Biathlon Union (IBU) National Federation Member (the Transferor) to another body that will act as the national governing body for the sport(s) of Biathlon and/or Para Biathlon in the Country of the Transferor (the Transferee). The Transferee must be seated in the Country of the Transferor.
In order to have the present application to IBU Membership processed, the Transferee must submit the following, in English and in PDF format, to dagmara.gerasimuk@ibu.at.
Application letter (from the both the Transferor and Transferee) addressed to the IBU Executive Board outlining rationale for the transfer of governance
Official documentation stating the names and addresses of the directors and officers of the Transferee
Official documentation stating the categories of membership within the Transferee and the number of members in each category
Official documentation stating the number of individual participants affiliated to the Transferee
Copy of the Transferee’s constitution or statutes in English
Official documentation establishing that the Transferee is a legal entity properly constituted in accordance with the law applicable in its Country
Evidence establishing that the Transferee isconcerned with the administration, organisation and practising of Biathlon, either solely and exclusively or else in conjunction with other sports
Evidence establishing that the Transferee claims the exclusive right to govern both men’s and women’s Biathlon in its Country
Evidence establishing the Transferee’s Constitution is compliant with the Olympic Charter
Evidence establishing the Transferee’s constitution is compliant with the World Anti-Doping Code
Evidence establishing the Transferee’s constitution is consistent in all respects with the IBU Constitution and the IBU Rules
Evidence establishing the Transferee’s constitution declares its opposition to any unlawful discrimination on the grounds of race, skin colour, national or social origin, gender, sex, sexual orientation, language, political or other opinion, religion or other beliefs, circumstances of birth, or other improper grounds
Evidence establishing the Transferee’s constitution includes a formal undertaking by the National Federation to be bound by and to comply with the obligations placed on NF Members by the IBU Constitution
Proof of solvency
Evidence establishing that the Transferee carries out Biathlon activities in its Country at least to the minimum level prescribed by the Executive Board from time to time*
* Only if the Transferee is applying for full IBU Membership
Completeness of an application will help toward the speedy processing of such application. For advice on how to submit a complete and exhaustive application, please consult guidelines below.
The IBU reserves the right to request the Transferee to provide supplementary information to ensure the IBU Executive Board is satisfied that the minimum requirements to be considered for IBU Membership are met.
The Transferor understands that it will remain the acting governing body of the sport(s) of Biathlon and/or Para Biathlon for its Country pending admission of the Transferee as a provisional member should the Executive Board be satisfied that the Transferee’s application satisfies all of the requirements listed under Article 6 of the IBU Constitution, effectively submitting the Transferee’s application to Congress for decision.
The Transferor may still withdraw their membership of the IBU pursuant to Article 10.1 of the IBU Constitution by giving written notice to the Secretary General no less than four months prior to the end of the IBU’s financial year.
The Transferor and Transferee both understand that by submitting the present application, their officials may be requested to be interviewed by the IBU and/or the Biathlon Integrity Unit for the purposes of establishing whether the application is complete and was submitted in good faith.
The Transferee understands that submission of an application does not amount to a right to be accepted as a IBU Member. The Transferee understands that any adverse media and/or information obtained by the IBU/BIU suggesting that the evidence submitted in support of the present application is false may impact the IBU Executive Board’s decision on whether the Transferee is accepted as a provisional IBU Member pending decision of Congress for confirmation of their provisional or full membership.
All Personal Data collected will solely be used for the purposes of assessing whether the Transferee is meeting all the requirements to become an IBU Member and its application to IBU Membership may be submitted to Congress for decision. All Personal Data will be processed in accordance with the European General Data Protection Regulation (GDPR).
